Ans. Kumar Sambhava and Raghuvamsha Kalidasa was one of the gems of the court of Gupta king Chandragupta II (375–415 CE). The poems he wrote were usually of epic proportions and were written in classical Sanskrit. He wrote two epic poems called Kumara sambhava, which means birth of Kumara and the Raghuvamsha, which means dynasty of Raghu. There are also two lyric poems written by Kalidasa known as Meghadutta that stands for cloud messenger and the Ritusamhara that means description of the seasons. Meghadutta is one of the finest works of Kalidasa in terms of world literature. The beauty of the continuity in flawless Sanskrit is unmatched till date. The most famous and beautiful work of Kalidasa is the Shakuntalam. It is the second play of Kalidasa after he wrote Malavikagnimitra. The Shakuntalam tells the story of king Dushyant who falls in love with a beautiful girl Shakuntala, who happens to be the daughter of a saint.

10 December: Human Rights Day

Human Rights Day (HRD) is marked annually on 10th December to commemorate the day in 1948 when the United Nations (UN) adopted the Universal Declaration of Human Rights (UDHR). The theme chosen for the year 2015 HRD is ‘Our Rights. Our Freedoms. Always’. It marks the launch of a 1 year campaign commemorating two international human rights treaties International Covenant on Economic, Social and Cultural Rights (ICESCR) and International Covenant on Civil and Political Rights (ICCPR). Both of the treaties were adopted in 1966.

IISc bags US military contract for R&D on solar powered micro-grid

Bengaluru based Indian Institute of Science (IISc) has bagged a United States military contract for research and development (R&D) on solar powered micro-grid. The federal contract worth US 52,900 dollars was awarded to IISc by the US Pacific Air Forces (PAF), Yokota Air Base in Japan. Under this contract IISc will develop solar powered micro-grid with battery and super capacitor energy storage system.

Cabinet approves amendments to The National Waterways Bill, 2015

The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval to carry out official amendments in The National Waterways Bill, 2015. The amendments seek to add 106 additional inland waterways as the national waterways based on the recommendations Parliamentary Standing Committee on Transport, Tourism and Culture and comments of State Governments.

India has been placed at fourth position in black money outflows among the developing and emerging economies. It was revealed by Global Financial Integrity’s (GFI’s) Illicit Financial Flows from Developing Countries: 2004-2013 Report.  Key facts

Delhi Government announced vehicle rationing scheme to curb air pollution


Delhi Government on 4 December 2015 announced vehicle rationing scheme to curb air pollution in the city. A decision in this regard was taken at a high-level meeting chaired by Chief Minister Arvind Kejriwal.
The primary objective of the initiative is to halve the vehicular population in the city and thereby to bring pollution levels under control.

 1.   Literature Nobel goes to Svetlana Alexievich


I.            Svetlana Alexievich is a Belarussian journalist and prose writer, have been awarded the Nobel Prize in Literature on Thursday “for her polyphonic writings, a monument to suffering and courage in our time.
II.            Ms. Alexievichis the 14th woman to win the literature prize. This 67 year old generalist is born to a Belarussian father and a Ukrainian mother. Ms. Alexievich is best known for giving voice to survivors of the Second World War, the Soviet occupation of Afghanistan that lasted from 1979 to 1989, and the Chernobyl nuclear disaster of 1986.
III.         Her first novel, “The Unwomanly Face of the War,” published in 1985 and based on the previously untold stories of women who had fought against the Nazi Germans, sold more than 2 million copies.
IV.         Her books have been published in 19 countries. She also has written three plays and the screenplays for 21 documentary films. The Swedish Academy cited Alexievich “for her polyphonic writings, a monument to suffering and courage in our time.”
V.           Last year's literature award went to French writer Patrick Modiano.


 2.   Hoesung Lee is new Chairman of IPCC:
                    I.        Hoesung Lee, a native of South Korea, has been designated as the new head of the Intergovernmental Panel on Climate Change (IPCC). IPCC is the UN body assigned for assessing climate science.

                  II.        Prof Lee, an expert on climate economics and sustainable development, was elected to chair the panel at its ongoing meeting in Dubrovnik, Croatia, fourth person to lead the IPCC in its 27-year history.He succeeds Rajendra Pachauri, who resigned amid a scandal in February.

 3.   UnionCabinet approved Protocol on Double Taxation Avoidance with Israel and Vietnam.
India & Vietnam
The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has approved the Protocol amending the Agreement between India and Vietnam for the avoidance of double taxation and for prevention of fiscal evasion with respect to taxes on income. 

The Protocol provides for internationally accepted standards for effective exchange of information on tax matters including bank information and information without domestic tax interest. It is further provided that the information received from Vietnam in respect of a resident of India can be shared with other law enforcement agencies with authorisation of the Competent Authority of Vietnam and vice versa.
Background-
The existing Double Taxation Avoidance Agreement (DTAA) between Indian and Vietnam was signed in 1994. Both the Indian and Vietnamese sides agreed to update Article 27 on the ‘Exchange of Information’ in India-Vietnam DTAA, to meet internationally accepted standards, and add a new Article on ‘Assistance in the Collection of taxes’, and enter into an Amending Protocol for the purpose. 

India & Israel:

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has approved the protocol amending the Convention and the Protocol between India and Israel, for avoidance of double taxation and for prevention of fiscal evasion with respect to taxes on income and on capital.

The Protocol provides for internationally accepted standards for effective exchange of information on tax matters including bank information and information without domestic tax interest. It is further provided that the information received from Israel in respect of a resident of India can be shared with other law enforcement agencies with authorisation of the Competent Authority of Israel and vice versa.

The Protocol further provides for 'Limitation of Benefits' Article as an anti-abuse provision aimed at preventing misuse of the Convention. The provisions of this Article enable use of the provisions of domestic law and measures concerning tax avoidance or evasion in the event of misuse of the Convention.

Background:
The existing Double Taxation Avoidance Convention (DTAC) between Indian and Israel was signed in 1996. Both the Indian and Israeli sides agreed to update Article 27 on the ‘Exchange of Information’ in India-Israel DTAC to meet internationally accepted standards.

Leelaben Chhabildas Gurjar Leelaben Chhabildas Gurjar from Gujarat has been awarded the iconic mother award from President Pranab Mukherjee. Leelaben was chosen for the award for successfully bringing-up her children despite great odds. Leelaben had to face great odds to educate her six children, including two daughters. She worked as ‘safai karamchari’ and in order to supplement the meagre salary from the job she used to work as a manual scavenger. She became mother at the age of 14. Later, five more children were born to her. In spite of adversity, she sent all her children to school and encouraged them to get education. Because of the prevailing practise of untouchability, her children were not allowed to sit along with others or to share the common facility of drinking water. Undeterred by such discrimination, Leelaben continued to give her unstinting support to her children and eventually succeeded in securing higher education for all of them and they achieved respectable positions in their careers and in society.
